Clean Water Act was enacted to improve the quality of stormwater. In 2003, Phase II Stormwater Regulations came into effect in New York State. Phase II regulates stormwater systems in smaller communities and construction projects larger than 1 acre.
For compliance with the General Permit the Town is required to implement a program consisting of six Minimum Control Measures (MCMs) and to submit an annual report to the DEC detailing their compliance with the program. The six minimum control measures are:
- Public Education and Outreach
- Public Involvement/Participation
- Illicit Discharge Detection and Elimination
- Construction Site Runoff Control.
- Post-Construction Stormwater Management
- Pollution Prevention and Good Housekeeping for Municipal Operations
In 2004, the Town by way of an inter-municipal agreement, enacted by municipal resolution, entered into an agreement and became a member of the Stormwater Coalition of Monroe County (SCMC) to develop a plan as well as provide various other services required for compliance with the permit requirements. Many of the activities required for compliance with the General Permit are the responsibility of the Stormwater Coalition, while the Town remains responsible for many of the activities, oversight, and reporting.
